  • City of Perris Launches Renovation Projects at Foss Field and Morgan Parks

     

    PERRIS, Calif. (January 31, 2025) – The City of Perris hosted a groundbreaking ceremony at Foss Field Park on January 29, 2025, marking the beginning of a significant renovation project designed to enhance the park's amenities and provide updated recreational spaces for residents of all ages.

    In attendance were, Perris Mayor Michael M. Vargas, Councilmember Malcolm Corona, Councilmember Marisela Nava, City Manager Clara Miramontes, Riverside County District 1 Board of Supervisors Jose Medina, Ricardo Guerrero of the 31st District Senator Richard Roth’s office, Jorge Zavala of the 60th District Assemblymember Dr. Corey Jackson’s office, members of the Perris Valley Chamber of Commerce, and Perris City Staff.

    The extensive improvements at Foss Field Park include the construction of a new 4,900 square foot recreational building, skate park, futsal court, pickleball court, playground, fitness stations, shade structures, additional parking, walking trail, butterfly garden, and renovations to existing athletic fields, sand volleyball court and restroom building. Once complete, these additions will transform Foss Field Park into a dynamic recreational hub for residents and visitors.

    Perris Mayor Michael M. Vargas expressed gratitude for the collaborative effort involved in the project. “I want to thank our Parks and Recreation Committee for working diligently on this and the staff who are involved in this project,” said Mayor Vargas. “It’s not cheap to build a park, but parks do in fact make cities better, and they’re worth the investment.”

    During the ceremony, Perris City Manager Clara Miramontes shared the history behind the project. “This project has been in the making for five to six years, and the beautiful design is a product of extensive community engagement and participation,” she said. “This is truly a part of the community, and we are excited to begin this $15 million project.”

    Funding for the project includes $2 million from the American Rescue Plan Act (ARPA,) $8.5 million from the California State Budget championed by former Assemblymember of the 61st District and current Riverside County District 1 Supervisor Jose Medina and former California State Senator of the 31st District Richard Roth, and $5.36 million from industrial development and construction fees.

    Riverside County District 1 Board of Supervisors Jose Medina emphasized the value of state and local partnerships. “This groundbreaking is a great example of what we can do together when the state cooperates and works with the city, and there is no better city to work with than Perris,” said Medina. “I was previously here to present a check for this park, and I’m happy to be back for the groundbreaking of these new renovations.”

    Councilmember Marisela Nava highlighted the park’s importance to the community and families. “I truly want to express my gratitude for everyone who helped with this park,” said Nava. “I know that my family and I will enjoy this park, as well as all Perris residents. I’m truly grateful to have a beautiful park renovation in our city.”

    Councilmember Malcolm Corona shared a personal connection to Foss Field Park. “Any time we can renovate or open up a park is a good day,” said Corona. “This is just as important as opening new parks. I spent time in this park growing up, so it’s personal for me. There’s going to be something in this park that has never been seen in this area, so we are very excited.”

    During the construction period, Foss Field Park will be temporarily closed to ensure the safety of the public and workers. The City of Perris appreciates the community's patience and cooperation during this important upgrade to one of its key recreational facilities. The project is expected to be completed in early 2026.

    While Foss Field undergoes its transformation, Morgan Park remains open to the public as it also enters a renovation phase. In response to increased usage for City activities, soccer leagues, and events, the City is constructing additional parking and a Parks Maintenance Yard at Morgan Park. These improvements will support the park's growing demand and ensure that it continues to serve as a vital community space. Construction at Morgan Park is expected to be completed by July 2025.
