  • Notice of Deadline Extension for WAIRE Annual Report Submission

    Thursday, January 23, 2025

    *NOTICE OF DEADLINE EXTENSION*

Notice to Warehouse Owners and Operators that the Annual WAIRE Report (AWR) Submittal Deadline has been extended to February 14, 2025

Due to impacts from the wildfires in Los Angeles County, the due date for the AWR for the 2024 compliance period has been extended to February 14, 2025. The AWR for the 2024 compliance period is now due by no later than 11:59 p.m. (PST) on February 14, 2025.

WHAT IS RULE 2305:  The South Coast Air Quality Management District (South Coast AQMD) Rule 2305, also known as the Warehouse Indirect Source Rule (ISR) or the Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program, was adopted in May 2021. This rule is focused on improving air quality by reducing emissions from warehouses and the vehicles and mobile equipment attracted to warehouses.

APPLICABLE WAREHOUSES:  Rule 2305 applies to owners and operators of warehouses located in the South Coast AQMD jurisdiction with at least 100,000 square feet of indoor floor space in a single building.

ANNUAL WAIRE REPORT (AWR):  The AWR is a mandatory annual report for applicable warehouse operators, due by January 31 each year, that identifies the actions and investments completed by the warehouse operator in the prior calendar year to comply with rule requirements.

    • Reports must be submitted via the WAIRE Program Online Portal (WAIRE POP).
    • Applicable warehouse operators must submit an AWR detailing the actions and investments they completed to earn WAIRE Points and demonstrate compliance with the rule.
    • The AWR submission will be considered complete once both the certified AWR and fee payment are received (see Rule 316 for fee amount).

ASSISTANCE AND SUPPORT:  To help affected businesses comply, South Coast AQMD offers resources on the WAIRE Program Webpage including:

    • WAIRE Implementation Guidelines and Frequently Asked Questions,
    • WAIRE User Calculator and online training videos covering a range of topics, and
    • WAIRE POP webtool for submission of all reports and fees.

For further assistance, you may reach out to the WAIRE Program staff at the email address or hotline listed below:

Submitting the AWR in advance of the deadline is highly encouraged as response times may be delayed due to a high volume of inquiries.
